[Bug]: NumPy > 2.x.x is not compatible with sklearn. #33796

What happened?

Currently, newer versions of NumPy are incompatible with the sklearn library, causing all tests in sklearn_inference_it_test.py to fail. This issue needs to be investigated, and possible workarounds should be found.

The workaround is to pin numpy to 1.26.4.
