Extend Schema Registry Support on Managed Kafka I/O to Google's Managed Schema Registry Solution

These changes will add support for the Managed Schema Registry solution provided by Google. It will determine if the Schema Registry URL is a Google SR link and apply some specific configs for the platform. It is backwards compatible as the old code path is the default code path for a normal SR link.
