Remove concourse and hd-ci related files

Remove all concourse related files as we're no longer using the concourse pipeline system. Also, the hd-ci/ files are not used anymore in the Cloudberry building. Files removed: - concourse/* - hd-ci/* - src/backend/gporca/concourse * README.md * test_explain_pipeline.yml * test_orca_pipeline.yml * vars_example.yml This cleanup helps maintain a cleaner codebase by removing unused CI/CD configurations and scripts.
