* Add `ParquetAccessPlan` that describes which part of the parquet files to read

* Rename to RowGroupAccessPlanFilter

* Clarify when overall selection is needed

* Update documentation to exlain the relationship between scan/skip/selection

* Break early of the row selection is empty
