Extract postgres container from sqllogictest, update datafusion-testi…
…ng pin (#13971) * Add support for sqlite test files to sqllogictest * Removed workaround for bug that was fixed. * Refactor sqllogictest to extract postgres functionality into a separate file. Removed dependency on once_cell in favour of LazyLock. * Add missing license header.
