What is the purpose of the change

Introduce AppendOnlyFirstNFunction in Rank with Async State API.
This task is a subsequent update of [FLINK-36825]. Due to the need to merge the pre PR, it is currently set as draft PR.

Brief change log

• Add AppendOnlyFirstNFunction and AppendOnlyFirstNHelper
• Add AppendOnlyFirstNFunctionTest
