What is the purpose of the change

Introduce built-in serialization support for common collection types: maps, lists, and sets.

Brief change log

The first three commits are cherry-picked from previously reverted commits (as they break state compatibility and has to be merged at Flink 2.0).

The fourth commit adds a new option to control whether to use built-in serialization support for common collection types.

Verifying this change

This change added tests on serializing collection types with the switch option on and off.
