Follow-up to the v1.46.0 being officially released, bringing version bumps and changelog updates into the dev branch.

The upgrade changes the way that the enum representation is rendered.
The new representation is compatible with the old and simply removes the `default` tag where there is no default.

This is a fix, not just maintenance.
Clarity around version which contained the fix added to the changelog.

This needs a real PR as the router yaml schema snapshot changed.
