What this PR does / why we need it?:

  • Adds support for autoscaling/v2 for Kubernetes versions >= v1.23
    • Adds custom metrics, memory metrics, autoscaling behavior
  • Autoscaling/v1 is deprecated for Kubernetes v1.25 and onward. API calls to autoscaling/v1 automatically maps to autoscaling/v2 resources. No migration code needed.
