Stepping workflow design

Here we should start discussing the design of the stepping workflow. The main question is what should be the kernels? Most likely, they should be some sort of process manager, one per particle type. They will then run all the particles in the queue (for instance all the electrons) through the pipeline of processes, etc. Details need to be still discussed.
