Use chapeldomain version 0.0.30 (chapel-lang#24517)

Bump chapeldomain requirements to use version 0.0.30, which brings in a fix for chapel-lang#18469 resolves chapel-lang#18469 tested locally [reviewed by @lydia-duncan]
