Public release of ukaz (fixed version number)

After more than a year, this release of ukaz adds a new feature and fixes a small version bug.

• New option allows to format the tic axis as a date (see demo/axisformat.tcl) It is also possible to a pass an arbitrary command for formatting
• The version number in the source code and this release should match

First release of ukaz

After long time sleeping, ukaz got a release. It can be used as an easy plot backend in scientific applications.
