Switch to v4 lock file

To trigger the lock file generation I removed some unused dependencies from subspace-node and to make it actually work I switched from our runners with dirty environment (having older cargo-audit version installed that satisfied dependencies of rustsec/audit-check action) to official runners that will install cargo-audit every time and pick the version that does support v4 lock file.
