Added support for disabling all tracking

Description of changes:

• This mod adds support for disabling tracking of all resources, rather than select resources
• We required this for our use case, which was not possible with the code as was - since there's a 4096 char limit on the ConfigRecorderExcludedResourceTypes field

Note that if accepted, the zip provisioned in the deployment bucket will need to be updated with the changed code

This is potentially misleading as the amount of AWS services is growing, but this list is static and any update to the list in the repository would require everyone to update their stacks as well.
In this case, wouldn't it make more sense to just turn off the recording?
