aws-actions/configure-aws-credentialsintroduced retry behavior in v3: https://github.com/aws-actions/configure-aws-credentials/blob/v4.0.0/CHANGELOG.md#300-2023-08-21I expect bumping this from v2 to v4 would help fix some flaky CI failures (like today's).
