The changes in aws/eks-distro-build-tooling#1139 are to mirror the eks-distro-build-tooling/eks-distro-base-periodics-al-X.yaml without the --security flag.

• key eks-distro-quarterly-minimal-image-rebuild.yaml using file ``
• key eks-distro-base-tooling-quarterly-update-al-2.yaml using file jobs/aws/eks-distro-build-tooling/eks-distro-base-tooling-quarterly-update-al-2.yaml
• key eks-distro-base-tooling-quarterly-update-al-2023.yaml using file jobs/aws/eks-distro-build-tooling/eks-distro-base-tooling-quarterly-update-al-2023.yaml
