Generalize supported branches for K8 patches #2642

Description of changes:
We need to track the list of unsupported branches for which we sync k8 patches. Thus, we only need to update the checksums only for projects kubernetes and release in kubernetes so that, whenever the <verions>-kubernetes-presubmit and -kubernetes-presubmit-test`run the checksums will match.

Thus, adding a new file K8_SUPPORTED_RELEASE_BRANCHES will help to keep track of these branches.
