Wouldn't the CNI be assigning IPs from the VPCs to pods only and not to services? The serviceIpv4Cidr is a virtual range and are only accessible within the cluster itself. https://docs.aws.amazon.com/eks/latest/APIReference/API_KubernetesNetworkConfigRequest.html#AmazonEKS-Type-KubernetesNetworkConfigRequest-serviceIpv4Cidr
