Description of changes: Add a sample Typescript package that builds into a function that uses the Node.js example layer.

As discussed offline: merge TS and JS layer content in the same directory (layer-nodejs), with clear sub-directories differentiating the JS example from the TS example. This is because layer packaging scripts for TS and JS are the same, since they both use the same underlying runtime Node.js.

The app itself worked properly upon testing.
