[Build|OSGi] Migrate from Maven-Bundle-Plugin to Bnd-Maven-Plugin

The former uses the latter under the hood, thus the latter is always more recent and more powerful. The Bnd-Maven-Plugin requires Java-17 to run the Maven build.
