PHP7 Support [Alpha Release]

This is an alpha release of the upcoming v2 providing PHP 7 support. The Proto Message class generator still lacks support for repeated and packed proto language features.

Updated license & Package name

This library has changed to an Apache v2 license. Basho is taking over as maintainer of this lib. Support for PHP 5.* will be security & bug fixes only and be available on v1.* only.
