Updates `.bazelversion` to 7.7.0, and bumps the following dependencies as well: - `bazel_features`: 1.37.0 => 1.38.0 - `gazelle`: 0.45.0 => 0.46.0 - `rules_cc`: 0.2.10 => 0.2.13 - `rules_go`: 0.58.2 => 0.58.3 --- A routine version bump before releasing v7.1.4.
