Per discussion at bazelbuild#10133, Bazel 2.x is packaged as bazel2, and 3.x as bazel3 on Red Hat.

this change matches up with the instructions I have on https://copr.fedorainfracloud.org/coprs/vbatts/bazel/ to accommodate the major version bumps of the project. |
