Taking the existing two 'other' tunes and simplifying them down into a single version.
Removing janky/unusual 3S behavior (basically assuming that those can be manually configured from local branch), unless desired (can re-introduce that behavior).
Added minor utilities for gremlins encountered (mostly mincheck/maxcheck High that causes degrading performance with RPM limiting, and persistent stats writing disable for frequently crashed race builds).
Allowed for slightly higher throttle on transonic regime options - nothing actually important, this was primarily intended as a safety measure more than meaningful limitation.
