Issues

Changed constants.ts to json files instead
Changed structure of userBotResponses object to accommodate multilingual
Added new first step (on first use) to ask for language preference
Added menu option to switch language
Added new item in data schema to store user preference (needs patching, all to "en" when going prod)
Updated tests accordingly
