feature: add multi contact support
- a Telegram chat gets only the notifications for a defined openITCOCKPIT contact.
- existing chats will be migrated to the first found info contact.
- if that doesn't match your setup, you have to delete the chat via the openITCOCKPIT Telegram configuration and then re-authorize it for the correct contact.
- extended openITCOCKPIT Telegram configuration options available.

Features
- Receive notifications in Telegram as usual as an openITCOCKPIT contact
- Notifications sent by the module can be received by any chat with a real telegram user or by channels
- Acknowledge issues with a button in the bot message
