Fermentation survey can be created multiple times #679

If a user completes the primary survey, they can take the fermentation festival survey which generates a survey ID. If they edit the primary survey, they are presented with the option to take the fermentation survey again, which generates another unique survey ID. What should happen is, if a fermentation survey already exists, that it triggers an edit event (i.e. the path taken when you edit a survey)
