Update maxmnind update scripts.

update update scripts to look for maxmind license in the right place and make wget make noise when update-asn script fails

extras:

1. Update maxind depedency from ~v2.4 to v4.3
2. start tracking package-lock.json
3. update other deps to fixed versions to match versions used in other repos.
