Migrate manuscript to OUP LaTeX template

Reorganizes the manuscript TeX files to use the OUP LaTeX template. This approach ends up needing to include the supplementary data in main text PDF, even though we need to split these for submission. We will need to manually split the PDF for now. Closes #96
