Version 1 Release!

• Pins the new versions of cellfinder and brainreg
  • Also pins minimum versions of the other brainglobe packages to ensure compatibility
• Ships the napari plugins by default
• Moves tox config to pyproject to be consistent with the rest of brainglobe
• Updates to:
  • README to point to the (to-be) blog post, changelog, etc.
  • Orphaned docs have been rehomed to the website.

Requires a new release after merging!

Also then brainglobe/brainglobe-workflows#72 can be merged!
