--with-zlib-dirhas been removed, it seems that this option was required but had no effect for a long time (https://github.com/php/php-src/blob/master/UPGRADING.INTERNALS)SQLITE_DBCONFIG_ENABLE_LOAD_EXTENSIONwhich was added in SQLite v3.13.0, I'm afraid we need to compile SQLite now.I'm opening this PR to keep iterating. Also since the branch is in this repository builds will use Depot and will be much faster.
