Improve test robustness and simplify debugging ephemeral failures

test: improve test robustness, add feature

Retry when restart fails. Also, add "ON_ERROR" as an option for
KEEP_IMAGE which eases investigating ephemeral failures.

Merge type

• Squash merge using "Proposed Commit Message"
• Rebase and merge unique commits. Requires commit messages per-commit each referencing the pull request number (#<PR_NUM>)
