Currently in migration mode, a pull request will only be created if all the docs are migrated successfully.

A proposed feature is to add support for partial pull request, where a pull request will still be created for files that have been migrated successfully.
Also, it is worthy noting that it should also include a mechanism to clearly warn users that some documents have failed to migrate successfully and manual fixes are required.
