Description

This PR adds a workflow that automatically creates a PR to the jaas-documentation with an updated jimmctl reference doc whenever we cut a new release.

Fixes JUJU-7172

Requires #1477 (builds on that PR) and juju/cmd#122 to land first, then an update to our juju/cmd dependency to use the latest version. Done.

In the meantime I will test this workflow in my fork. Update: Successfully tested up to the point of making the PR, see here.

When a new tag is pushed we will build the jimmctl CLI tool and make a PR to the JAAS-documentation repo with the latest cli doc reference.
