update the filebrowser rock for Charmed Kubeflow 1.8

The filebrowser/filebrowser:latest image was introduced in a recent release. Upstream usage is here. We need to create and use a rock for this image.

What needs to get done

1. the rockcraft.yaml is created and builds successfully (possibly under a different repository - that is tbd)

Definition of Done

1. the rock is published to dockerhub
