Enhancement Proposal

In a recently released Tempo 2.7.0, OpenTelemetry dependencies were updated to v0.116.0.

After this update the Open-Telemetry Collector receiver will connect to localhost instead of all interfaces 0.0.0.0.

In our configuration, we are using the defaults which means that our charm might be affected and its workload would stop receiving new spans after updating to 2.7.0. As part of this task, we need to verify that this is the case with 2.7.0 and potentially configure the receivers to be bound to 0.0.0.0:PORT_NUMBER.
