Content changes/additions
In the "before you start" section, point new employees to HR's onboarding documents rather than trying to maintain our own list. Removes any duplicates that are on the HR list.
Also added a reminder to update the issue template (unfortunately there does not appear to be a way to generate that template programmatically from onboarding.qmd since
gfmisn't supported by Quarto books.)
