Semantic-Release 'Release Notification Plugin' for MS Teams

This plugin can be used for sending a release notification to a MS Teams' Channel.

How to test

Open a PR and let the respective workflow do that. Check the logs and if you see notifications in the MS Teams' channel. You'll find one test notification per test run (corresponds to the number of versions specified in the nodejs version matrix).
