Dev-Optimized container images For Keycloak SPI and theme development

The image is built with tar/gzip/util-linux, thus allows devspace dev/kubectl cp and allow devspace restart helper scripts work.

Like https://github.com/loft-sh/devspace-containers, but for Keycloak.
