Fix scope/runtime errors and harden subprocess calls

• Variable names were incorrectly Reinitialized
• Return values were incorrect
• In get_network_list function Fixed the net_array function appending multiple elements (Append functions takes only 1 element)
• There are a few logic errors to be fixed like
• I think the Lists that store the data should be global instead of local so it can be accessible throughout the program
