Add-clfft

Adding clFFT as dependency to CLIc

Currently using the master branch of the original clFFT repo:

• https://github.com/clMathLibraries/clFFT

Next steps:

• bridge between cle::Array and clFFT read/write buffer shape
• identify and make visible clFFT main operation from CLIc API
• (optional) fork clFFT repo to update our own version

👋 @bnorthan, nothing big yet just that all the work on the clij/clij2-fft#38 made me want to have a look for clEsperanto and laydown the start before it sink and I forget all I have learned on clFFT 😃
