About the pull request
Allows more people to award medals, MO2 and above.
Explain why it's good for the game
The Commanding Officer is mostly supposed to be shipside, and therefore has the announcement console to make announcements.
Reminder that there is currently only two command members, the CO and the SO, which mirror CO with a single SO.
The Platoon Commander needs a way to make announcements, and was therefore given the command tablet.
This has the knock on effect of very few people able to give medals, as it requires either the Platoon Commander to come shipside for the CO to give medals, or for the PCDR to not have the tablet.
It's not a matter of whitelists or not; as the Queen can give medals.
