This PR summarises the changes that need to be included to the cmssw/DQMOffline/JetMET/ framework in order to include the offline DQM of Scouting jets.

PR validation:

The changes have been tested locally producing the expected output.

This PR is related to the draft pull request: #47116, but that version needed rebase
