Minor Chem ERT objective description change. (#3948)

Changes the Chem ERT objectives to mention that they shouldnt be
deploying groundside without explicit permission, since they can't
deploy without staff authorizing it as an event anyways.

Reduces confusion around deploying as Chem ERT
