Shoes resprite (#6581)

# About the pull request

Updates shoes sprite with sprites from:
#344
tgstation/TerraGov-Marine-Corps#156

They look a lot more fitting and less fossilized, in comparison with the
current ones, also they fit current artstyle far better.

Also cleaned and reorganized the boots file.
