Adds rolled sleeves to IO uniforms (#6205)

# About the pull request

Allows IOs to roll their sleeves. Purely for style, tested all changes
locally and they seem to work

# Explain why it's good for the game

Basically everyone else can roll their sleeves, why not the IOs? Fixing
an oversight
