Gives VAISO Operatives Night Vision Optics (#6670)

# About the pull request

Grants VAISO Operatives a night vision optic helmet. 

# Explain why it's good for the game

The VAISO operatives were always intended to have access to night vision
(as evidenced by them still spawning with the old, but now
non-functional, Marsoc Night Vision Goggles), however the change to
Night Vison Goggles meant they were never updated to be granted Optics.
This PR does this.
