I know Chief Staff Officer is a stupid name, but so is the Abbreviation to Chief Operations Officer (COO) and Operations Officer (OO). PLEASE give this a better name

Adds in the Chief Staff Officer (name pending) to take over combat command from the Executive Officer, intended as such:
Hopefully the first part of a command rework.
Explain why it's good for the game
The Commander simply has too much shit to worry about.
It's too much for two people (more likely one person) to deal with shipside and groundside matters, as well as constantly answering regular calls.
Which is why, we go for a more accurate to IRL command structure.
To free the CO to do his duties, I propose expanding command out horizontally, and split XO into a combat command role (CSO) and a shipside command role (XO).
The Former is the XO as we know it today, where they are "CO but again", and assist the staff officers and CO in CIC, and the latter is the new XO, a shipside organizational role, to clean out the bullshit.
In general, 2 people in CIC able to make these critical shipside decisions that they must do is too little.
Too much is loaded on CO and XO, especially when the latter is alone.
Structure smth like this, more similar to the current NATO command structure
XO is still second on the Chain of Command to the CO, but the CSO is there to smooth things out in CIC
Recommended chain of command:
CO > XO > CSO > etc

XO timelock increase
