The IO vendor can now vend a suit of light armour.

Explain why it's good for the game

Light armour is popular with IO's, but you need to run to a squad prep to get one. This will speed up setup times for IO's.

add: Intel Officer vendors can now vend a suit of light armour in lieu of their regular XM4 armour.

Vendors should hold the gear that we expect the player to take as standard gear for the job. The intel armor and service jacket are the two things we expect (although the service jacket probably has got to go at some point). To sum up: light armor does not have a place here even if it's more convenient.
