Propose Flatcar for Incubation

The Flatcar team is pleased to submit this proposal for Flatcar to move under the CNCF governance, at the Incubating level, supporting our objective of making Flatcar a community-driven project for the benefit of the whole cloud native community.

• As one of the first cloud native technologies, it feels natural for Flatcar to be part of the cloud native ecosystem alongside such projects as Kubernetes, etcd, and containerd.
• Flatcar is fundamentally a cloud-native project. It is not a general purpose operating system; its raison d’être is to host containers. It embeds etcd as a core part of the operating system (in fact, etcd was originally developed by CoreOS for the container Linux use case, and only subsequently adopted by Kubernetes). It ships with containerd as its container execution environment. And following a substantial investment by the Flatcar and ClusterAPI teams, it is now fully integrated with Cluster API for automated provisioning of Kubernetes nodes running Flatcar.
• Microsoft, the project's current home, has a long-standing relationship with the CNCF as a Platinum member since 2017, with a history of successfully transferring projects such as Helm, Akri, Service Mesh Interface, and Virtual Kubelet to CNCF governance.
• Flatcar is the “missing foundational layer” in the cloud native stack. With Flatcar in the CNCF, finally it will be possible to deploy a complete CNCF software stack, from OS through container runtime, orchestration, and all the higher level projects.
• Finally, we have heard from many end users and vendors that they see CNCF as the preferred and logical home for Flatcar and would warmly welcome the project’s acceptance.

1. Should this be accepted it should be the defacto OS behind the build infra automation as it's community-maintained.
2. I'd like to see a melting to a minimal delta between other minimal OS's e.g. firecracker & atomic.
